The Deputy Chief of Primary Care reports directly to the Chief of Primary Care and is responsible for the clinical and administrative functions of all of theGeneral Internal Medicine physicians working at the main facility.The incumbent is responsible for participation in and oversight of appropriate performance improvement and system redesign activities, as well as for advancing the principles of appropriate management/standards of care applicable to our GIM/Primary Care patients.The incumbent will lead the patient care, teaching, and research within the primary care clinics at the main facility.The Deputy Chief of Primary Care will be responsible for preparing and maintaining the Primary Care clinics at the main site and staff physician schedules, as well as overseeing the appropriate staffing and supervision of Internal Medicine Residents and/or IU Medical Students assigned to VA Primary Care clinics on a monthly basis.
The incumbent will also serve as a staff Physician and be assigned to provide acute evaluation and care for patients. The incumbent will participate in all required UM/QM and Peer Review activities relating to the GIM Service and address identified deficiencies in meeting relevant facility performance measures/standards of care (based upon IPEC, EPRP, OIG, and Joint Commission Requirements). The Deputy Chief of Primary Care Service is fully responsible to Chief of Primary Care for primary care, To carry out these responsibilities, the Deputy Chief of Primary Care works with the Chief of Primary Care in the following areas at the main facility:
Formulates and recommends plans for the comprehensive program of primary care;
Develops the requirements of staff, facilities, equipment and supplies at the primary care clinics needed to carry forward such an integrated program utilizing necessary review and controls;
Appraises the effectiveness of PC programs in meeting patient care requirements;
Is actively involved in the management of resources for PC;
Collaborates with other clinical service chiefs and the Chief of Staff to ensure that facility programs reflect the mission and priorities of the VHA;
Takes an active role as a senior clinical leader, providing advice and counsel in defining and accomplishing the facilities mission and goals;
Recruits highly qualified and appropriately trained professional staff members needed to fill vacancies at the main site;
Monitors and promotes PC compliance with VHA regulations and professional standards and ethical conduct;
Promotes the development of PC health care professionals though counseling, mentoring, teaching and encouraging self assessment;
Supports COS in monitoring and ensuring PC medical staff compliance with agency regulations, medical staff bylaws, rules and regulations, facility policies, Joint Commission standards and other appropriate regulations;
Creates an environment of system oriented continuous quality improvement within which PC programs and quality of care effectiveness are evaluated.
Maintains a clinical practice consistent with board certification and privileges, with a ratio of clinical to administrative duties of approximately 50% to 50%
Participates in System Redesign activities that involve primary care.
Attends Primary care operational meetings and Facility meetings involving primary care such as Clinical Performance Board, System Redesign Board and others.
Monitoring overall performance of all Primary Care staff physicians and provide performance improvement opportunities and/or interventions as appropriate. This includes but is not limited to performing Peer Reviews, FPPE/OPPEs and ensuring the Provider Activity Report (PAR) tool reflects appropriate data.
Addresses Patient Advocate concerns, epirs, and other patient care concerns that involve the Primary Care Clinics.
Plan and conduct monthly Section meetings with Primary Care Staff Physicians and affiliated Nursing staff.
